Yes. Airlines measure the outside of the bag, wheels, handles and pockets included, and many suitcases sold by their packing-space size are bigger once you add the wheels. Measure yours before you fly.

What if my bag is only slightly too big?

Soft bags can sometimes squeeze into a sizer, but don't count on it: at Aeroméxico it's 1 cm too wide, Volaris it's 1 cm too wide and Viva it's 1 cm too wide. If the gate agent says no, checking it at the gate usually costs more than adding a bag when you book.
